7 1/4" bread and butter or dessert plate made by Buffalo China, USA.
It is mid century and is white with mustard loop designs.
It is the Colonade pattern, BUF41.
There does not seem to be a whole lot of this pattern around, so I am guessing that it is fairly rare and hard to find.
